What Osama is upset about is the abolition of the Caliphate in Turkey in 
(IIRC) 1924. That's what all the references to "80 years" in his post-911 
speech were about. It's impossible to argue that he's upset about the US 
invading Afghanistan because it hadn't happened yet... 

There is a difference between "planning" as the military understand it, and 
as civilians understand it. To a civilian, if you are planning to do 
something, it means you have the *intent*. To the military, planning means, 
literally, the act of making a plan, just in case you ever need it. 
Militaries have plans on-hand for everything, that's what they *do*. You can 
bet that the UK government has a plan on hand for, say, unilaterally 
attacking Iran's nuclear facilities, unlikely as it may be to actually 
happen, because if things get so out of hand that that's necessary, and you 
haven't got a plan, well, you're stuffed.
