This does it even better:

The War on Terrorism is over. Terrorism won.
In a coordinated series of strikes targetting infrastructure, symbols
of unity, and food distribution, terrorism destroyed the United
States. Much like certain viruses, only a small amount of damage was
done by the terrorists themselves. Instead they caused the country to
societally tear itself apart.
Arguments over how to deal with the attacks turned to general
mistrust turned to violence. Election results were ignored and
invalidated because 'the people' had failed to turn in a result that
the powerbrokers could live with, Red state turned on blue state
turned on each other.
Security justifies everything, 'freedom' has been perverted away from
its original meaning, the economy is in the toilet, and what was once
the world's most powerful military is rotting away in the field as
the will, money, and technical sophistication to keep it going have
all rotted away.
Papers please.
