There is a quantitative element here - 6 years is a very long
time to still be blaming your predeccessors and getting away with it,
especially as prior to the nuclear test the North Koreans would
clearly have been identified by the Bush regime as one of their
priorities (below Iraq etc, but I bet if you had asked them 6 months
ago they would have very loudly claimed they were doing more with
more success than Clinton did).
