What usually happens is the US hires bounty hunters in that country to  
go get the offender.  In the case cited the ruling actually stated  
that US courts could try someone abducted but that person could also  
sue the government and that it could be an international violation.   
It's not as cut and dry as the article or the lawyer presents.  But  
that is how lawyers are.
