That was my whole point. Last statewide elections we had three  
smoking regulations on the ballot and while some advocates did treat  
it as a public health issue I can't say that that attitude was  
typical of the true believers. There were also several immigration  
measures  on the ballot and it was pretty plain that the advocates  
were motivated more by racism than by any economic issues.
